The District Structural Engineer in DGS’s Division of the State Architect is a construction-phase engineering position with real authority over how public projects are inspected and documented. Rather than spending the day producing structural designs from a desk, the engineer follows active construction and handles the difficult questions that appear when plans, field conditions, testing results, and code requirements have to be reconciled.

The Los Angeles Regional Office assignment covers work under DSA jurisdiction, including public K-12 and community-college construction and State-owned essential-services structures. It suits an experienced structural engineer who is comfortable making defensible technical decisions, working with inspectors and project teams, and keeping a clear record of why a compliance issue was accepted, corrected, or escalated.

Construction Oversight Is the Center of the Assignment

The posting places the engineer in school-construction field supervision during the construction phase. That means the job is concerned with what is actually being built: whether structural work follows approved documents, whether required inspections and tests are occurring, and whether problems are addressed in a way that protects code compliance and project quality.

Complex conditions will not always fit neatly into a checklist. The role calls for analysis of field information, interpretation of applicable requirements, and communication with the people responsible for inspection, testing, design, and construction. Good judgment matters because a delayed or poorly documented decision can affect both schedule and compliance.

Title 24 and DSA Procedures Shape Daily Decisions

DSA oversees construction standards for the facilities within its jurisdiction, and the vacancy specifically ties the work to Title 24 of the California Code of Regulations. A strong candidate therefore needs more than general structural-engineering ability. The engineer must be able to read governing requirements in context, understand approved project documents, and explain what compliance requires when a question is raised in the field.

  • Review inspection and testing issues connected with structural work.
  • Evaluate difficult quality or code-compliance conditions during construction.
  • Maintain accurate records and reports that support technical decisions.
  • Communicate requirements professionally to internal and external project participants.

The Hybrid Label Does Not Remove the Field Component

DGS identifies the position as hybrid and allows telework up to one day per week under current policy, but the core assignment remains connected to construction sites and the Los Angeles Regional Office. Applicants should read “hybrid” as limited flexibility around a job that still requires in-person engineering oversight, site-related coordination, and office reporting when operational needs call for it.

The posting also requires a valid California driver’s license and medical clearance before hire. Those conditions make sense for a role that may need to move between the regional office and project locations rather than operating as a fully remote engineering position.

What DGS Is Likely to Evaluate Closely

The desirable qualifications emphasize time management, interpretation of laws and regulations, professional communication, accurate recordkeeping, analytical judgment, and maintenance of required licenses. Those are useful signals for the application: experience should show how the candidate handled actual construction or regulatory problems, not simply list software, project names, or years in engineering.

The position is also designated under the Conflict of Interest Code, so the appointee must complete Form 700 after appointment and annually. That is worth understanding before applying because it reflects the public decision-making responsibility attached to the role.

Prepare the State Application as a Complete Work History

For this recruitment, the STD 678 is not a formality. DGS says the employment-history section must include dates, hours worked per week, duties, responsibilities, and supervisor contact information; a resume cannot substitute for that information. Applicants should also reference the required job and position information exactly as directed in the posting and confirm that they have an eligible State appointment route, such as list eligibility, transfer, reinstatement, or another permitted basis.

The resume is optional for this opening. Before submission, compare the State application with the classification requirements and make sure the experience that establishes eligibility is actually written into the application rather than assumed from a job title.

How to Apply

Applications can be submitted through the official CalCareers recruitment page. Review the live posting and application-package checklist before sending the final package, particularly if relying on education completed outside the United States or a State eligibility route that requires supporting documentation.
